Add license information to empty LICENSE.txt and fix various erroneous metadata in docstrings.

I have rebased these commits so that they will merge cleanly again.

Hey @martey, sorry about the HUGE delay here. The project is actually supposed to be Apache 2.0 licensed. I cleaned everything up though and re-pushed the latest version to PyPi.
