Allow easy log configuration for server and alien-balancer and document #102

We should have a directory that we load logging configuration from, for alien 
and server setup. java balancer environment can use log4j.properties from 
classpath anyway.

However, we need to document steps to configure logger for java balancer, 
server and alien balancer.
