Ignore manual scenarios while balancing Twist suites #36

Right now we leave manual scenarios in while balancing. This is wrong because 
Twist does not execute manual scenarios. Since it gets balanced but not 
executed, the partitioning is skewed (sometimes pretty badly). 

TLB-Twist should figure out what scenarios are manual and ignore them before 
balancing.

Had a long chat with the Twist team folk yesterday. Will resolve this the right 
way with some code from Twist itself.

Closing this issue for now.
