Add developer documentation for implementing alien environment support #42

Right now there is no documentation about how to implement TLB support on alien 
environments. We need:

1) The Balancing server API
2) Sample data that can looked for format
3) Example POST method implementation
4) Concepts involved

This should enable people to add support. This should be a top level link 
called "Developers" or something.
