Pushing this in for M-0.3 because i need it to investigate bug caused by 
issue#16 fix

did not wire an environment variable for this one. have instead moved to log4j, 
so log4j.properties file can be tweaked to change logging level.

The log4j.properties file that we have in tlb logs at 'DEBUG' level, and spits 
to the console.
