Support modified tests first re-ordering #61

This is a new re-orderer that will use a new test metadata i.e. the checksum of 
the test files and uses the fact that a test has changed from what TLB knows 
and run that first.

As a part of this, make sure that there is a "metadata" action on the TLB 
Server which stores key value pairs of the metadata. This one will be something 
like test_name:checksum = abc123 (decide the actual values based on 
implementation details.)
