tests follow power law. most of tests run really fast, and there are a few slow
tests. so a lot of feedback can be given out early if we run fast tests first.
However, the orderer-chain needs to be implemented before we do this. User
should be able to control the order in which orderers are applied, and the
orderer thats applied first should be given priority over secondary orderer and
so on.
