Default TLB_OUT_FILE and TLB_ERR_FILE for tlb rubygems #97

Also, update documentation to include these 2 environment variables.

As of now, it fails balancer run instead of letting user know it needs these 
variables to point to valid file paths.

Will default the variables to files in the current directory. That way users 
can realize TLB is creating files that they may care about and configure the 
right paths.
