NEW: staging site for each opened pull request #96

Opening this PR should create a test site (without PDFs) on https://liputenpotest-96.surge.sh

You can see it below in "deployments"

This way, we can have multiple PRs open at the same time, and multiple staging sites.

This may go wrong at some point, but it is mostly an experiment.

Will leave this PR open for a while so anyone can see the new staging stuff.

Before closing this, the documentation in the README should be changed to reflect the loss of need for the "staging site" repository
