#8163 [mB] improve performance for /projekte – Changes made to a projects time phase through the addition of a second module only appear after automatic caching (every 5 minutes) #5684

expected behaviour: When I add a new second module with an active participation phase to a project that is not currently running (has an inactive module), the change should be reflected on the project list within ~60 seconds

behaviour: The described change to the projects running status and it's phase take about 5 minutes to take place on the project list.
