Optionally require user to check terms on register #903

This adds an installation option which requires newly registering users to mark an "accept terms" checkbox.

What is yet missing is a nicer error message ("In order to register, you need to accept ..." instead of "Missing value").

I added the functionality for this. I guess the wording could still be improved.

Fine. The only problem is that the chained terms validator is not triggered and displayed if any other validator error exists. Merging anyway now because this is most likely annoying to fix.
