pop up dialog is hidden behind image #293

What steps will reproduce the problem?
1. Any capture
2.

What is the expected output? What do you see instead?
Used to be able to select optional pop up dialog to change text, line, etc., 
but now that dialog is hidden behind the captured image and is therefore 
unusable.

What version of the product are you using? On what operating system?
Chrome with Windows 7

Please provide any additional information below.
