Update to eslint 9.0.0-beta.1 to fix circular dependency error #18

Work for this issue will begin begin on branch work-liquid-labs/sdlc-resource-eslint/18.

We're dropping this and just using an older version of sdlc-resource-eslint. The problem is we're running into other packages not being up-to-date with 9.0 and breaking when setting up the config.
