Use nomad backend with an Enterprise Drone #121

Vault sometime misses its healthchecks. This causes drone-secret to restart. This causes drone to restart. This breaks running jobs.

We should be using Drone Enterprise with the Nomad agentless backend, as that is the solution to our problem here.

done - using v1.8 until their rebrand "harness" / "gitness" becomes stable and well-documented
