Update to Decidim 0.24.0.rc2 and ruby 2.7.1 #61

Addresses #33, but tries to go further and tackle version 0.24 instead of 0.23, so we're more up to date.

Not tested yet, so far seeding isn't working on the demo instance's side of things: https://github.com/liquidvotingio/liquid-decidim-demo/pull/13
