Develop the admin switch: Supports OR Endorsements (OR neither) at Proposal creation level, including the UI element.

[ ] Add a migration for proposals.delegation_subject (:support, :endorsement)
[ ] Add the rake task for copying local migrations
[ ] Create a helper for the views to ask a helpful question like if delegating_supports|endorsements
