Add @delegations_mode to proposals controller. #82

Naive emulation of admin Proposals delegation_mode switch, for use in developing the 3 modes: off, supports, OR endorsements.

@delegation_mode added to show def / action.

Converted to draft. I'm currently rethinking this approach, and the whole order of the endorsements integration approach (see full list of steps).

I like smaller PRs :-) but I don't think this work on its own should be a PR, it's enabling other functionality. I'd put it in the branch where you're doing the first use case (probably delegating an endorsement).

Closing as we are not going down the admin mode switch route. I will also delete this feature branch.
