Party chat seems to be eating chat messages #263

What steps will reproduce the problem?

This has been happening in 2 channels that I'm in. Sometimes people's chats 
aren't being delivered. Sorry for the vague bugreport but this seems quite 
prevalent.

Yeah, a bunch of our chat rooms are getting the same problems.
