Newly created rooms do not appear in chat sidebar and messages do not transmit #329

What steps will reproduce the problem?
1. Create a new room from the web interface
2. Accept the invitation from email
3. Attempt to join the new room and post messages
4. Invite others and ask them to attempt to join the room

(Existing rooms still work fine.)

What is the expected output? What do you see instead?

The invitation email says "To join, please accept the chat request from 
________@at.partych.at" instead of "_______@im.partych.at".

Also, after joining or creating a room, a message usually pops in the gchat 
sidebar that "____@im.partych.at wants to chat with you" with a yes or no 
button. This does not appear for new rooms.

Please provide any additional information below.
