Use proper python logging and make it configurable #115

The user should be able to configure phaser with settings ( or CLI choices) to configure where phaser sends log messages to.

[x] Use the whole module name via name
[x] Set NullHandler in init.py as per https://docs.python.org/3/howto/logging.html#configuring-logging-for-a-library
[ ] Add to docs - how to modify --log level in CLI
[ ] Respect logging settings somehow in generating errors_and_warnings
