Adds row number continuation to batch step #95

Not sure I did the right thing with PR base here... I guess if it looks good we can merge into the earlier PR, then merge that into main

Progress with row numbering! Batch steps now do the right thing... except for dataframe steps that lose the Records object entirely during the step. That's my next, uh, step.

PR base seems right. Merge this PR and then the other one. I think the questions I had in the prior have been answered in this one.
