stuttering output on dvd show #53

HI! im new here lol I hope this is the right spot to post this but I was encoding a tv show earlier yesterday an had some stuttering in the video itself the original file reported 30 fps but when I fired up other trancoder it reported 24 am I missing something or is there a way to change it from 24 to 3?? sorry if this is confusing lol!
