Some thoughts about the roles you outline... (Some of this might depend on the level of this position - high up in the org setting strategy, mid-level or entry).
1) Should there be a training component in there? Does this person need to do more than evangelize engagement in the newsroom and actually help train staff in engagement strategies/listening/ etc..
2) Is there a role here that involves monitoring online and offline interactions with audience to surface "super fans" and cultivate them? Finding your most passionate FB/Twitter/commenter or someone who attends every event you do - and building special activities around them/moving them up latter of engagement or across platforms?
3) Does this person have a job to play in user-generated content? That is a key interaction point with people but sometimes lives outside the "engagement" staff and sometimes journalists can be pretty bad at using UGC in a respectful way.
4) Is there a component here that would have this person look at how the resources of the newsroom/overall organization are aligned towards supporting community (purchasing guidelines and emphasize local sourcing, creating open space in the building for community gatherings, etc...)
Finally, I like all the bullet points, but I worry that they lack specificity. Do you want someone who can organizing and plan and event? Do you want someone with offline community organizing skills? Do you want someone who can manage email marketing/newsletter campaigns? etc... I think all your points are spot on but I could imagine giving a bit more specificity to them here or in another part of the job posting.
