Missing license for tools/nonhinting/*, global license?

The files
tools/nonhinting/setgasp-fontforge.py
tools/nonhinting/setnonhinting-fonttools.py
tools/nonhinting/setnonhinting-fontforge.py
Has copyright notices, but are missing any license specification.
(One can *guess* Apache-2.0, though one shouldn't)

In addition it might be convenient if a project wide license and copyright 
statement existed "If not otherwise specified: Copyright Someone, under 
SomeLicense"
