Support utorrent/emule style ipfilter.dat files #139

What steps will reproduce the problem?
1. Try to import a .gz or .dat file (like nipfilter)

If memory serves, PG2, Azureus, Moblock, and others support dat files
(gzipped or not) by default.

Note that PG2 doesn't actually support dat files - it simply doesn't complain 
about
them.  If you add one to PG2, it will happily accept it, but when you go to 
open the
list you will see that it has no ranges within it.

Updating description to more accurately characterize the enhancement request, 
marking
low priority for now since dat files are actually quite inefficient.  Will bump 
up
the priority though if the bug becomes "popular", and will at some point take a 
look
at it regardless.
