Who wants the functionality: Newcomers
What it is they want: To explore alternative ways of creating a LitElement starter project
Why they want it: The current link to open-wc generator lands on a 404
Functional description of task/subtask: Update a dead link to the Open WC's project generator to point to new location

Acceptance criteria

Links in documentation to open-wc project generator will point to new location at https://open-wc.org/guides/developing-components/getting-started/
