Overview

We plan to do more outreach through email and want to show the view in app,

Why?

Grow more engaged users.

What?

Describe the solution you'd like Add a view like used in v3.12.0 (Litewallet iOS)

Definition of Done

[ ] Add the layout to match. Name it: AnnounceUpdatesView
[ ] The view uses a Webview that loads: https://litewallet.io/mobile-signup/signup.html
[ ] Make sure the class can be called anywhere in the app
[ ] Submit a draft PR for review
