Fixes: #1242

In this PR we introduce the delegate voting power functionality.

In addition some style adjustments were done.

Exporting a generic Popover component from the ui library
Modifying the AddressInput component to only have address scanning button. Since the TextInput already has a long press paste functionality we don't need to clutter the UI with yer another button.
Modifying styles of the BalanceInput component.
