Change the link to the ModSecurity repository from the old one https://github.com/SpiderLabs/ModSecurity/ to the new one https://github.com/owasp-modsecurity/ModSecurity/.
Update ModSecurity to version 3.0.13.
Add support for FreeBSD (using gmake).
Define the number of processor cores using nproc.

Tested on Ubuntu 24, Rocky Linux 9, FreeBSD 14
