fix CI

This PR try to fix the CI

• ubuntu bump to the latest LTS (22.04)
• ubuntu's package manager db update before install
• added -y to avoid install failure
• added missing python3-pip
• install as much as possible package using apt (only meson is installed using pip3 because ubuntu package is too old)
• using sifive binary toolchain (known build failure with ubuntu's toolchain but unrelated to this repo)
• fix PATH by adding ~/.local/bin directory
