Adding float16 conversion #5

This adds two modules namely rgb2rgb16f and rgb16f2rgb, which converts 8 bit RGB pixel data to 16 bit floating point and vice versa.

Thanks, going to review that, can you explain the reason for this? (ie which actual feature/code need this)
