Afaik without a license the default copyright laws apply. You cannot modify or redistribute this code without explicit permission from the copyright holder. In other words you need to ask me if you want to use any of it! :)
If there's a standard license file that people use to indicate that the contents of their github repo is not meant to be Open Source please let me know and I will add it.
Afaik you're totally right, also according to https://choosealicense.com/no-permission/ 😊 I just wanted to make sure it wasn't an oversight, IMO it could be good to add something explicit to the readme such as "All rights reserved" to prevent people from making any assumptions, but of course that's totally up to you!
