Reprioritize issues into new milestones #208

There is so much in phase 2, it is impossible to prioritize anything. Move to 5 different milestones:

1 - critical bugs
2 - high priority bugs and enhancements
3 - features and enhancements currently in development
4 - features and enhancements for future development
5 - research, administrative issues, website development

1 should be cleared, and then 2, and then work can be done on 3. When 3 is cleared, issues will be moved from 4 to 3, and then worked on from 3.

I am also redoing the labels to be more specific and better suited to our use case.
