During refactoring of the climate send_command unwanted change was made removing possibility to set temperatures in the hvac mode fan_only. This was non intentional change. Even some devices do not support temperature changes in fan_only mode, some do. Therefore both cases shall be equally supported.
This came to my attention seeing this commit on the @siberianlove forked repo. My appology for the issue.
