Change config.AppConfig to an interface

Most of galaxy currently relies on config.AppConfig, which is directly tied to the vmap implementation, which isn't needed for a consistent store like consul.
Change the one public field, Name, to a getter method
Convert all the galaxy code to use the interface

Cherry-picking this from the consul branch, so we can make sure galaxy still runs with this interface in place.
