What this PR does / why we need it:

This PR updates the fail-step and error messages for the following AWS experiment

1. ec2-stop-by-id
2. ec2-stop-by-tag
3. ebs-loss-by-id
4. ebs-loss-by-tag
5. aws-ssm-chaos-by-id
6. aws-ssm-chaos-by-tag

Additionally,

1. Fixes issue with empty IDs provided
