[arm][qemu] secondary cpus do not appear to be starting #292

Just noticed that for some reason on qemu the secondary cpus do not appear to be starting in the current tip of tree.

Possible the code has been broken or something changed with a newer version of QEMU.

Unclear why I thought this, since it does seem to be starting on both arm32 and arm64 and riscv. Closing for now.
