As a project planner I'd like to know when work should be considered "done" for a developer #47

Things are not done when pull request is complete, or even when they're merged in to master. If they're behind feature switch they're not done when they're deployed; they're done when users are happy and things are cleaned up.

feature swtiches are not free; they aggregate complexity in the software which eventually becomes a hard requirement. They're often abused as configuration.
