Registration Password Issue #21

It was reported that after some users registered, they couldn't log in with their password and had to request a password reset in order to log in.

horrifyingly, this has been the case with all user registrations since march 30. it was finally fixed by 4ea213ebe453de06cbae584232779ace85ef7efd.
