Command line based interface for modifying parameters and storing/recalling 
them.

What still needs to be decided?
How will parameter load be controlled on soft/hard boot?
What format/files parameters will be stored in
If/how parameter definitions will be in xml
How the integrity of a storage file will be checked.

Changed to release 4.5.  
Might slip to release 5.0 if mode support is required.
