Add binary build and installer for gurtle

I can help by providing an installer in NSIS if someone write the specs for it.

Attached my patch for this:

zip file contains all the new files required and the changed files (for r115).

Note: to build the msi installer, WiX v3 is required. I've put it into 
tools\WiX but
haven't included it in my patch. You can get it from http://wix.sourceforge.net/
(remember to get V3 of WiX, not V2!).

Also, the bitmaps are taken from TSVN tools, you might want to change those...

It is the first time when I hear about WiX: hope it does work well. Anyway: 
installer
it's a high priority.

WiX has been around for a long time now. It was the first project that MS made 
open
source (really open source).
Many opensource projects are using it, including TSVN.

Added installer build scripts and binaries in r119.

The bitmaps still need to be changed.
