sync_media_s3 command FILTER_LIST variable should be settings dependend #80

This is a feature request for sync_media_s3 command by Rod Hudson.

The command has already internal FILTER_LIST variable for omitting 
specific folders/files. I'd like this variable to be overrideable in 
settings.py (as it is now with AWS_SECRET_KEY or AWS_BUCKET_NAME)
