No tooltips on microphone settings window #1539

What steps will reproduce the problem?
1. Join a session on dev081.bigbluebutton.org
2. When the microphone settings window opens, check out the buttons tooltips

What is the expected output? What do you see instead?
I would expect to see button tooltips :)

I noticed the same thing and updated the tooltips in a pull request that was a 
review of all the strings. I added tooltips to all of the buttons except the 
"Join Audio" button because it seemed pretty self explanatory.
