Web Browsers use language code 'cy' instead of the form cy_GB. #1650

Whilst debuging why my browser wouldn't select the Welsh by default, I noticed 
that the LANGUAGE_ACCEPT header (same as JS accessor) uses 'cy' instead of 
'cy_GB'. This appears to be the case with all browsers I've tried. Should the 
language be cloned to the 'cy' variant on Transifex in addition to the changes 
in git?

This may also be the case with other languages used by BBB, therefore this may 
justify a javascript change request to ignore the regional part if only one 
translation is available for that language,

It would be nice if BBB either stored the last used language, or permitted the 
overriding of the locale based on a URL parameter or #fr_CA, particularly when 
linking from Moodle etc.
