Sharing a region scales the video too small #1668

There are two ways to run desktop sharing: full screen or region.

When expanding the region to be the size of the full screen, expected the 
resulting desktop share to be equivalent to choosing full screen.

Instead, the results for the viewer were only half the size of full screen.
