Firefox can't seek in 'presentation' format recordings with no video #1672

It appears that Firefox doesn't support seeking in audio-only webm files that 
do not have "Cues" (seek index).

Chrome does support this - at least for portions of the file that are already 
downloaded.

For the time being, we should make sure to serve up the .ogg files to Firefox
