I think this may be bandwidth related as I noticed it when a user with low 
bandwidth connected.

We're still seeing this in 0.9.0-dev when the user is on low bandwidth or there 
are too many webcams shared and their download bandwidth is unable to subscribe 
to all the streams in full resolution.

This may not be a bug; rather, an outcome of insufficient bandwidth to display 
all streams in all webcams.
