Skin is loaded after RMTP Test #1752

We have found that skin file BBBDefault.css.swf and skinning are enabled
only after RMTP test routine.

If we have own skin, and there is problem with RMTP connection, 
user will see screen with "Connecting to the server" but without skinning,
missing icon on logout button, and so on.
