Closed Captioning for the hearing impaired #1766

Students who are hearing impaired need to see closed captioning during a 
presentation and the playback.

Add a new function for moderators to open a Transcript Window that enables them 
to type in text for closed captioning (see attached image)

When the Transcript Window is active by one (or more) moderators, viewers will 
see a new button on the toolbar 

 [CC]

When the click the CC button, a new window will open showing them the close 
captioning text ("CC text").

Recording

The CC test is stored along with the other elements of the recording in the 
events.xml with a time stamp.

Playback

When the presentation scripts runs to process the recording into a playback 
file, it will scan and process the CC text and display it in the playback 
(likely below the presentation area).
