Phone caller does not get kicked out from the voice conference when last web user leaves

What steps will reproduce the problem?
1. call into FS using Zoiper
2. Join the meeting using the bbb client
3. Logout from the bbb client
4. Zoiper user stays in the voice conference

What is the expected output? What do you see instead?
The zoiper user should be kicked out of the voice conference. If the ZOiper 
user stays there, then the recording processing won't be kick started.
